1. Which projects are eligible under RAPDRP?

26. There seems to be conflict in Guidelines for appointment of Process Consultant vis-à-vis IT Consultant Agencies. How is it going to be addressed?


1. Which projects are eligible under RAPDRP?
The towns having population >30,000 (or > 10,000 in case of special category states) among other criteria as envisaged in GoI Guidelines are eligible for Part-A as well as for Part-B of RAPDRP.

2. Whether the conflict of interest vsIT consultant or IT implementing agencies is going to be addressed?
A company can be empanelled as an IT consultant /IT implementing agencies but cannot work in both the roles in same utility simultaneously. Same has been addressed in respective Request for Qualification (RfQ) and Request for Proposal (RfP) documents.

3. Whether O and M expenses and AMC, especially in IT implementation of Part A will be covered under the programme?
O&M expenses, AMC etc. in Part A and B will not be covered under the programme. However, Facility Management Services (FMS) required up to 36 months from date of sanction of project will be covered under RAPDRP.

4. How will the Utilities select their IT Implementation Agencies? Whether it is mandatory for them to choose from the empanelled list?
Utilities shall appoint the IT Implementation Agency by following a limited tendering process from the Panel of IT Implementation Agencies shortlisted by the Nodal agency. They shall be using Model Request for Proposal (RfP) Document provided by PFC, Nodal Agency for appointment of IT Implementation Agency.

5. What will be the role of IT advisor?
Implementation of the Re-structured APDRP shall be through MIS based web interface. The design, hoisting and maintenance of the web portal during the full implementation cycle of the scheme shall be done by the IT Advisor under the supervision of the Nodal Agency.

6. Whether the Utility will appoint the TPIEA or will it be appointed by PFC? How are they going to be selected?
TPIEAs shall be appointed by Nodal Agency after their empanelment by the Process Consultant.

7. If the Utilities already having AT&C loss below 15%, are they going to benefit from this programme?
No

8. How will the Utilities select their IT consultants? Whether it is mandatory for them to choose from the empanelled list?
Utilities shall appoint the IT consultant by following a limited tendering process from the Panel of IT Consultants shortlisted by the Nodal agency. They shall be using Model Request for Proposal (RfP) Document provided by PFC, Nodal Agency for appointment of IT Consultant.
Its not mandatory to appoint IT consultant by the Utility. However, if they do so without following above process the cost will not be covered under RAPDRP

9. Can Utility take parallel action for Part B?
The establishment of baseline data is a pre-requisite for approval of projects under Part B. However, utilities may submit DPRs for Part-B for taking approval while Part A project for the town is in progress.

10. If the Utility is reducing the AT&C as per the directives of regulator, whether the programme will be applicable for them as well?
Under R-APDRP all utilities are eligible as per the guidelines of GoI.

11. As the Utilities don’t have experience in IT implementation, how is this programme going to be successful?
IT consultant /IT implementing agencies empanelled by the nodal agency would be engaged by the power utilities for Part A of R-APDRP.

12. Does the process consultant need to visit the site of the Utilities?
No Site visit by Process Consultant is envisaged; however he is free to visit any utility on his own.

13. What will be the Criteria for Process Consultant/ IT consultant /IT implementing agencies? Whether the Process Consultant needs any IT experience?
The criterion for Process Consultant will be firmed up after presentation and due deliberation based on the responses to EOI.
For IT Consultant/IT implementation agencies, the criteria shall be decided by Nodal Agency in consultation with the Process Consultant. For all the roles, IT experience is a prerequisite.

14. Whether all the utilities (irrespective of their health) can avail loans for Part B from PFC
PFC will lend to the power utilities as per its prevailing policy under R-APDRP.

15. What will be the status of private Utilities within R-APDRP even after two years.
The participation of the Private Utilities in R-APDRP will be reconsidered after a period of two years from 31.07.2008 by the GoI.

16. How are the shortcomings of APDRP (X plan) going to be addressed in R- APDRP?
Various issues of APDRP (X plan) are addressed by way of
·      Direct release of funds to Utilities
·      Adoption of IT in a big way
·      Adherence to specific reform milestones (AT&C loss target)
·      Better project management
·      Third party quality checks
·      Training of Utility Staff

17. It is mentioned that the Utilities have to submit required data by 30th June. Please clarify!
It is envisaged that the required Data is to be submitted annually by concerned Utility by 30th June, so that the same can be verified and utilized for conversion of loans into grant.

18. Whether the funds for appointment of consultant in part B will also be inbuilt in the project cost and allowed in the DPR?
The Utilities are free to decide about engagement of any consultants for Part B, but it would not form a part of the project cost of Part B under R-APDRP.

19. SCADA specification is not available in SRS documents.Will it be included under R-APDRP?Can Process Consultant also provide services related to SCADA?
SCADA is being considered as a low-priority work under R-APDRP. However, a panel of IT implementing agencies with and without SCADA background will be prepared by the Process Consultant to facilitate power utilities. Further, a Process Consultant cannot provide services relating to SCADA implementation under R-APDRP to various utilities.

20. When the legal documents relating to Consortium are to be submitted. There is hardly any time available?
In the EOI, bidders are expected to indicate names of their consortium members, if any, by 25th September 2008 and subsequently they will be asked to make presentations before finalization of QR. Subsequently, while submitting the technical & financial bid, the legal documents will be required in this regard. No extension of Date of EOI submission (25th September 2008) is envisaged.

21. What will be the repayment mechanism of Part A loan if it is not converted into grant for any reason?
Utilities are committed to repay the non converted portion of the loans as per Quadripartite Agreement signed with State Govt., Utility, GoI and PFC.

22. Having Cross holding in different companies/consortium/JVs, whether the company is permitted to bid simultaneously for process consultant?
To be addressed in the respective Request for Qualification (RfQ) and Request for Proposal (RfP) documents.

23. Can the Utility start its bidding process for projects before the approval of the programme?
Beneficiaries under the programme are expected to use the Bid document/ Panel of IT Implementing agencies. Any work initiated before approval of such schemes may not be considered for inclusion under the programme.

24. How Utility eligibility criteria will be applied for availing funds under the programme?
Entire GoI fund will flow through PFC, the designated Nodal Agency of the Programme for Part-A (100%) and Part-B (25%) besides the loan to the extant of 75% by PFC for Part-B projects under RAPDRP.

25. What will be the fund flow mechanism of loan/grant of Part A and Part B?
Entire fund will flow through PFC, the designated Nodal Agency of the Programme.

26. There seems to be conflict in Guidelines for appointment of Process Consultant vis-à-vis IT Consultant Agencies. How is it going to be addressed?
Process Consultant or any of its consortium members shall not be permitted to participate as IT Consultant/IT Agency/TPIEA under this programme.
